<strong>Alberta's 2009-10 deficit down to $1 billion</strong> </font></font>

As you may have heard, Alberta posted a $1-billion deficit in 2009-10, which is $3.7 billion lower than was originally forecasted in this year'<font face='Arial'>s budget. </font>
</p>
</font><font face='Arial'><br />
</font></font> <ul><li>

<font size='3'><font face='Arial'>Revenue was $35.7 billion, $4 billion higher than forecast at budget. </font></font>
</div>
</li><li><font size='3'><font face='Arial'>Expense was $36.7 billion, $303 million higher than forecast at budget.<br />
</font></font></li></ul>
<p>
<font size='3'><font face='Arial'>The tight controls on spending and higher-than-expected revenue helped reduce Alberta</font>'</font><font size='3'><font face='Arial'>s 2009-10 deficit to $1 billion, which is less than a quarter of the original estimate of $4.7 billion.<br />
<br />
Revenue from oil and oil sands royalties, investment income and corporate income tax were all significantly higher than forecast in Budget 2009 while expense was up only slightly due mainly to assistance for disasters and emergencies. The resulting lower deficit means less will be drawn from the Sustainability Fund, which stood at $15 billion at March 31, 2010. (The Heritage Fund is not the Sustainability Fund, and will not be used to cover the deficit). </font></font>
</p>

<p>
<font size='3'><font face='Arial'>While the 2009-10 deficit is considerably smaller than expected, Alberta</font>'<font face='Arial'>s revenue picture in the current fiscal year remains highly uncertain, with natural gas prices low, and oil prices, financial markets and the Canadian dollar fluctuating on a daily basis. As a result, there is no reason at this time to expect any improvement in the forecast deficit of $4.7 billion for 2010-11. </font></font>

Our Government is focusing on the importance of creating a stronger bond with the United States, one that strikes the right balance between environmental protection, energy security and economic growth.</font></font>

</strong><br />
Our Government understands the importance of education in our province. Thanks to a joint effort between government and school jurisdictions to keep students engaged and motivated to stay in school, Alberta</font><font size='3'>'</font><font size='3'><font face='Arial'>s high school completion rate increased in 2009. The rate rose to 71.5 per cent in 2009, from 70.8 per cent in 2008. <br />
<br />
Under the province</font>'<font face='Arial'>s High School Completion Framework, Alberta Education works with school jurisdictions to identify the barriers to graduation and develop plans that enhance existing programs and fit the needs of school communities. </font></font>
</p>

</font></font>

<font size='3'><font face='Arial'>The framework includes five strategies: personalized learning, successful transitions, collaborative partnerships, positive connections and tracking progress. It provides a focused approach to helping students complete high school by clearly outlining the various initiatives that support completion and identifying potential gaps in programming. </font></font>

<font face='Arial' size='3'>Initiatives under the framework include a new Advancing Adolescent Reading research project and four new outreach programs, which help students finish school in non-traditional learning environments. <strong>Premier Stelmach Pleased with China's Decision on Beef<br />
</strong><br />
Premier Ed Stelmach expressed his enthusiasm regarding China<font size='3'>'</font><font size='3'><font face='Arial'>s decision to start re-opening its borders to Alberta beef.<br />

</font>'<font face='Arial'>I</font>'<font face='Arial'>m very pleased with the agreement that has been signed between Prime Minister Stephen Harper and Chinese President Hu Jintao,</font>'<font face='Arial'> said Premier Stelmach. </font>'<font face='Arial'>The staged re-opening of China</font>'<font face='Arial'>s borders to our beef will be welcome news to Alberta</font>'<font face='Arial'>s cattle producers. </font></font>

<font size='3'>'<font face='Arial'>As Albertans know, I raised this issue with China</font>'<font face='Arial'>s Agriculture Minister Han Changfu during my trade mission to Asia in May. I told him that Alberta cattle are among the healthiest in the world, and subject to some of the most stringent health and safety standards thanks to provincial animal identification and traceability programs. Minister Han assured me that it was his desire to see normal trade relations between our jurisdictions. And he agreed that food quality and safety is the top priority. </font></font>

<font face='Arial' size='3'>'The new agreement between China and Canada on beef shows the importance of establishing personal relationships with key members of governments with which we want to trade. Trade missions, such as the one I participated in with the New West Partnership in May, are vitally important to building and maintaining these relationships. </font>

<font size='3'><font face='Arial'>Recent meetings with Alberta Cabinet ministers in Drayton Valley-Calmar were a great opportunity for us to show our warm hospitality and our beautiful constituency.<br />

<font size='3'><font face='Arial'>It was important for members of Cabinet to hear for themselves about the successes and challenges we face here in Drayton Valley-Calmar in everything from infrastructure to agriculture to seniors issues and to networking with our registry agents.<br />

<font size='3'><font face='Arial'>We were fortunate enough to host the Minister of Seniors and Community Supports, Mary Anne Jablonski, the Minister of Service Alberta, the Honourable Heather Klimchuk in Calmar, Thorsby, Breton and Drayton Valley. Minister of Agriculture and Rural Development, the Honourable Jack Hayden, the Minister of Transportation, the Honourable Luke Ouellette in Lakedell and Drayton Valley. The Minister of Justice and the Attorney General, the Honourable Alison Redford in Hobbema, Lakedell and Drayton Valley.<br />

<font size='3'><font face='Arial'>An Important part of our job as an MLA is to meet with and listen to Albertans. The Alberta government has committed to communicating better with Albertans and the series of visits by Cabinet ministers to dozen of communities in all regions of Alberta this spring is one way we are doing that.<br />

<font size='3'><font face='Arial'>Meetings were held in Calmar, Thorsby, Breton, Lakedell, Hobbema and Drayton Valley. Thank you to everyone in Drayton Valley-Calmar who took part in these positive and productive meetings and all who volunteered to help out. Special thanks to the Municipalities for helping as well.<br />

<title>Alberta Gives Green for Going Green</title>
<description><![CDATA[<img alt=' ' hspace='5' src='http://mcqueen.mypcmla.ca/public/data/photos/Diana_McQueen_cropped.jpg' align='right' vspace='5' border='0' />Thousands of Albertans have made their homes more energy efficient since the Alberta government announced the energy efficiency rebate program in April, 2009. More than 38,000 Albertans have received $9.3 million in rebates, helping to avoid over 330,000 tonnes of greenhouse gas emissions. That's the equivalent of removing 63,000 vehicles off the roads.<br />
<br />
In Alberta's rural constituencies, 18,000 homeowners have received cheques totaling $3.5 million.<br />
<br />
The program provides consumer rebates for: <ul class='unIndentedList'><li>energy evaluations for homeowners to assess the current energy efficiency of their home and to measure its efficiency after improvements are made; </li><li>efficient home heating systems, hot water heating systems, clothes washers and insulation upgrades; and </li><li>new homes achieving a high level of energy efficiency. </li></ul>
<p>
'The tremendous response to the energy efficiency rebate program in just under a year speaks to the commitment of Albertans to reduce their environmental footprints,' says Environment Minister Rob Renner. 'Consumers have the power to make a positive environmental impact through their day-to-day energy decisions. Clearly, the people of our province want to do their share.'<br />
<br />
Delivering on commitments laid out in its <em>2008 Climate Change Strategy</em>, the Government of Alberta invested $36 million over three years to help Albertans reduce their greenhouse gas emissions. Many of the rebates are tied to the federal ecoENERGY Retrofit Program, enabling consumers to recoup costs from both programs. The program is administered by Climate Change Central, a non-profit organization empowering Albertans to take action on climate change.<br />

Jeannette Vatter of Drayton Valley, AB was named to Health Advisory Council 9 along with Mr. Randy Littlechild of Hobbema, and both Ms. Crystal Krueger of Thorsby and Ms. Carol Rempel of Warburg were named to Health Advisory Council 7.</font> </font>

<strong><font size='3'>Accommodations for Seniors will be Priority for new Bonds<br />
</font></strong><font size='3'>The first offering to Albertans investing in the province's new capital bond initiative will help increase access to accommodations for Alberta's seniors.<br />
</font><font size='3'>Funds generated through Alberta Capital Bonds will help build accommodations for Alberta's seniors who require some assistance in daily tasks and decision-making, and will include long-term care and supportive living facilities, lodges or group homes. <br />
</font>

<font size='3' />
</p>
<font size='3'>The new accommodations for seniors built through capital bond funds are expected to become operational beginning in 2012. Projects will be determined based on priorities across the province. Seniors and Community Supports and Health and Wellness will identify their top priorities and the Alberta Capital Bonds investments will be made in communities with the greatest need.<br />
</font>

</p>
<font size='3'>Alberta Capital Bonds are expected to be available for purchase from financial institutions and investment advisors mid-February 2010. Final details, including interest rates, will be provided closer to the time the bonds are issued.<br />
</font>

<font size='3'>The Government of Alberta has a clear plan for a strong economic recovery. The Way Forward will bring Alberta back into a surplus position in three years by trimming government spending; using cash reserves to protect key programs; continuing to invest in public infrastructure; and ensuring that our province's industries are competitive and continue to attract investment to provide jobs and prosperity.<br />

</p>
<strong><font size='3'>Alberta Communities Supported in Forest Health Work</font></strong><br />
<font size='3'>Communities in Alberta's forested areas will receive over $8 million in funding under a joint Canada-Alberta program designed to reduce wildfire risks. The funding, provided under the Fire Hazard Reduction and Forest Health (FireSmart) program announced earlier this year by the governments of Alberta and Canada, covers 24 wildfire hazard reduction projects worth more than $8 million. Included in those totals are seven projects to mitigate mountain pine beetle impacts, worth $2.33 million. <br />
</font>
<p>
<font size='3' />
</p>
<font size='3'>The two-year, $30-million enhanced FireSmart program was developed to reduce risk of wildfires and protect communities and other assets. The program is jointly funded by the governments of Canada and Alberta and is administered by the Forest Resources Improvement Association of Alberta.<br />
</font>
<p>
<font size='3' />
</p>
<font size='3'>The 24 newly-funded projects were approved under the second round of applications to the program. In September 2009, the first round of program approvals funded 14 projects worth $5.09 million. Those projects treated an estimated 1,693 hectares of forest. On top of the environmental and forest management benefits gained from this work, this program created employment equivalent to 50 full-time positions. The latest round of projects is expected to treat an estimated 3,000-plus hectares of forests susceptible to wildlife hazard or insect and disease threats. Additionally, the spending will create an additional 692 person-months of employment.<br />
</font>

<font size='3' />
</p>
<font size='3'>To date in 2009, the program has directed $13.12 million to 38 projects throughout Alberta's forested zones. <br />
</font>
<p>
<font size='3' />
</p>
<font size='3'>These projects are being undertaken at market rates by the service providers. Additionally, these projects do not offset existing tenure obligations of forest companies.<br />
</font>

</font><strong><font size='3'>Province Releases Results of Nuclear Consultation<br />
</font></strong><font size='3'>Results of the Alberta nuclear consultation, which demonstrate a broad range of views on nuclear power and its potential role in the province, were released by the Alberta government.<br />
</font>

</p>
<font size='3'>Among the key findings of the Alberta nuclear consultation was that most Albertans polled (45 per cent) preferred that nuclear power plants be considered on a case-by-case basis. About one-fifth (19 per cent) said the province should encourage proposals, while about one-quarter (27 per cent) said the province should oppose proposals. Health, environment, and safety factors were identified as the most important issues Albertans expect government to consider.<br />
</font>

<font size='3' />
</p>
<font size='3'>In Canada, the federal government has the authority and responsibility for approving and regulating all nuclear facilities and nuclear-related activities. Provincial approvals are also required for any energy project, based on the province's constitutional responsibility for land and resources. Under Alberta's electricity generation policy the Alberta government does not select the fuel or location of plants, and the decision to apply to build any generation facility is made by private sector companies. <br />
</font><font size='3' /><font size='3'><font size='3'>The consultation included an online and mail-in questionnaire, randomly enrolled discussion groups, stakeholder discussion groups, and a telephone survey. Participants included 4,832 individual Albertans and a broad range of stakeholder groups. Results from the consultation were compiled by an independent research company, Innovative Research Group Inc., engaged by the Alberta government to manage the process. <strong><font size='3'>Alberta's Charitable Tax Credit One of Highest in Canada</font></strong><br />
<font size='3'>Albertans are encouraged to take advantage of the province's high charitable tax credit by continuing to donate to their favourite charities, and retaining and submitting their receipts at tax time.<br />
</font>
<p>
<font size='3' />
</p>
<font size='3'>When combining the provincial tax credit of 21 per cent with the federal tax credit of 29 per cent, Albertans will receive a 50 per cent non-refundable tax credit for every dollar donated over the $200 annual threshold. This tax credit is not a refund; it is a credit towards an individual's overall income tax return. To take advantage of the tax credit, Albertans can claim their total annual charitable donations on their next income tax return. <br />

<font size='3'>The tax credit is part of the Community Spirit Program, created to help increase private charitable donations by individual Albertans to Alberta's non-profit and charitable organizations. The program is donor-driven, meaning Albertans decide where they want their donations to go.<br />

<font size='3'>Two components make up the Community Spirit Program: the enhanced charitable tax credit (valued at approximately $80 million); and the donation grant, which allows eligible non-profit and charitable organizations that have received at least a total of $1,000 in eligible cash donations from individual Albertans to apply for a proportional grant.<br />

</font></strong><font size='3'>The Alberta Livestock and Meat Agency will invest $8 million to tackle the single largest day-to-day issue plaguing livestock producers - the cost and effectiveness of feed for their animals.<br />

<font size='3'>Funds will be used to:<br />
</font><font size='3'>&amp;middot; further develop livestock feed; <br />
&amp;middot; identify better links between feed and animal nutrition; and <br />
&amp;middot; influence better use of feed grains. <br />

The </font><font face='arial,helvetica,sans-serif' size='3'>opening of the plant is 'a huge leap forward for a </font><font face='arial,helvetica,sans-serif' size='3'>growing industry here in Alberta,' said Premier Ed </font><font face='arial,helvetica,sans-serif' size='3'>Stelmach, who was in attendance.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'> 'Our farming has </font><font face='arial,helvetica,sans-serif' size='3'>changed a lot since the early days of our </font><font face='arial,helvetica,sans-serif' size='3'>homesteaders. Our ability to thrive is dependent on </font><font face='arial,helvetica,sans-serif' size='3'>our ability to grow and adapt to changing market </font><font face='arial,helvetica,sans-serif' size='3'>conditions. This growth is driven by those who look </font><font face='arial,helvetica,sans-serif' size='3'>beyond the traditional, a seeded demand for products </font><font face='arial,helvetica,sans-serif' size='3'>that we haven't grown before, and then finding </font><font face='arial,helvetica,sans-serif' size='3'>incredible opportunity and taking a smart move in a </font><font face='arial,helvetica,sans-serif' size='3'>different direction. <font face='arial,helvetica,sans-serif' size='3'>ARRGO is the only commercial company growing </font><font face='arial,helvetica,sans-serif' size='3'>and processing Rhodiola Rosea, a medicinal herb </font><font face='arial,helvetica,sans-serif' size='3'>thought to help the body overcome stress, in the </font><font face='arial,helvetica,sans-serif' size='3'>world. The company has a four-year contract to sell </font><font face='arial,helvetica,sans-serif' size='3'>their entire crop to one international buyer and one </font><font face='arial,helvetica,sans-serif' size='3'>Alberta company, Stelmach said. 'Alberta </font><font face='arial,helvetica,sans-serif' size='3'>agricultural producers are leaders in the industry and </font><font face='arial,helvetica,sans-serif' size='3'>our products are sought after all over the world. We </font><font face='arial,helvetica,sans-serif' size='3'>have to keep growing and we have to keep adapting </font><font face='arial,helvetica,sans-serif' size='3'>if we are to remain competitive,' Stelmach said.</font>

<font face='arial,helvetica,sans-serif' size='3'>The processing facility is a chance to grow and create </font><font face='arial,helvetica,sans-serif' size='3'>opportunities for producers and growers, said Diana </font><font face='arial,helvetica,sans-serif' size='3'>McQueen, MLA for Drayton Valley-Calmar. </font><font face='arial,helvetica,sans-serif' size='3'>Rhodiola Rosea is not native to Alberta but can be </font><font face='arial,helvetica,sans-serif' size='3'>found growing wild in some parts of Canada. </font><font face='arial,helvetica,sans-serif' size='3'>ARRGO will require more Alberta farmers to grow </font><font face='arial,helvetica,sans-serif' size='3'>the herb in order to meet the demand for it.</font>

Pigeon Lake is more </font><font face='arial,helvetica,sans-serif' size='3'>than a tourist destination and as a convenient place to </font><font face='arial,helvetica,sans-serif' size='3'>pitch a tent, for many, it remains an annual trek for </font><font face='arial,helvetica,sans-serif' size='3'>relaxation, fun and family.</font>

<font face='arial,helvetica,sans-serif' size='3'>Subsequently, the federal and provincial </font><font face='arial,helvetica,sans-serif' size='3'>governments, sold on the concept of the Staycation, </font><font face='arial,helvetica,sans-serif' size='3'>are investing in upgrading the Pigeon Lake Provincial </font><font face='arial,helvetica,sans-serif' size='3'>Park's infrastructure -- specifically the area's sewage </font><font face='arial,helvetica,sans-serif' size='3'>system. Wetaskiwin MP Blaine Calkins and Drayton </font><font face='arial,helvetica,sans-serif' size='3'>Valley-Calmar MLA Diana McQueen jointly </font><font face='arial,helvetica,sans-serif' size='3'>announced their governments would each invest </font><font face='arial,helvetica,sans-serif' size='3'>$518,500 into the project, which is intended not only </font><font face='arial,helvetica,sans-serif' size='3'>to enhance these local facilities, but will also </font><font face='arial,helvetica,sans-serif' size='3'>stimulate services and create jobs. </font>

<font face='arial,helvetica,sans-serif' size='3'>Local elected officials are expecting to see some </font><font face='arial,helvetica,sans-serif' size='3'>heated debate next year when consultations begin on </font><font face='arial,helvetica,sans-serif' size='3'>a provincial land-use plan for the North </font><font face='arial,helvetica,sans-serif' size='3'>Saskatchewan region, which includes Leduc County.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>In a presentation to the county's environment </font><font face='arial,helvetica,sans-serif' size='3'>committee Oct. 9, Diana McQueen, MLA for </font><font face='arial,helvetica,sans-serif' size='3'>Drayton Valley-Calmar, said it's important for </font><font face='arial,helvetica,sans-serif' size='3'>landowners, farmers and developers to join the </font><font face='arial,helvetica,sans-serif' size='3'>conversation because the plan will have far-reaching </font><font face='arial,helvetica,sans-serif' size='3'>implications for the way local land is used, developed </font><font face='arial,helvetica,sans-serif' size='3'>and protected. </font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>'You have in this constituency some of the most </font><font face='arial,helvetica,sans-serif' size='3'>beautiful farmland around here,' she said. 'We want </font><font face='arial,helvetica,sans-serif' size='3'>to preserve it, but how do we do that in fairness to the </font><font face='arial,helvetica,sans-serif' size='3'>landowners?'</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>The North Saskatchewan region, which encompasses </font><font face='arial,helvetica,sans-serif' size='3'>the central portion of the province from Clearwater </font><font face='arial,helvetica,sans-serif' size='3'>County in the west to Lloydminster in the east, will </font><font face='arial,helvetica,sans-serif' size='3'>be the third of seven regions to receive a </font><font face='arial,helvetica,sans-serif' size='3'>comprehensive land-use policy under the Alberta </font><font face='arial,helvetica,sans-serif' size='3'>land-use framework. Public consultations will begin </font><font face='arial,helvetica,sans-serif' size='3'>in 2010, with the plan scheduled for completion in </font><font face='arial,helvetica,sans-serif' size='3'>2011.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>McQueen said the conversion and fragmentation of </font><font face='arial,helvetica,sans-serif' size='3'>farmland are going to be hot topics in the stakeholder </font><font face='arial,helvetica,sans-serif' size='3'>consultations in this area.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>'We all say we agree with that vision (that farmland </font><font face='arial,helvetica,sans-serif' size='3'>should be protected), and a vision is easy, but how do </font><font face='arial,helvetica,sans-serif' size='3'>we do the implementation?' she said. 'It's going to be </font><font face='arial,helvetica,sans-serif' size='3'>imperative that ... landowners get out and have some </font><font face='arial,helvetica,sans-serif' size='3'>discussion on it.'</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Coun. John Whaley said it's becoming increasingly </font><font face='arial,helvetica,sans-serif' size='3'>difficult to save farmland because developers can </font><font face='arial,helvetica,sans-serif' size='3'>offer landowners better financial compensation than </font><font face='arial,helvetica,sans-serif' size='3'>farmers can.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>'Developers come in, buy from landowners for a lot </font><font face='arial,helvetica,sans-serif' size='3'>of money, and it ends up developed even though it's </font><font face='arial,helvetica,sans-serif' size='3'>good-quality land,' he said. </font><font face='arial,helvetica,sans-serif' size='3'>McQueen said municipalities have a role to play in </font><font face='arial,helvetica,sans-serif' size='3'>deciding how land will be used, for example through </font><font face='arial,helvetica,sans-serif' size='3'>zoning and area structure plans, but added change </font><font face='arial,helvetica,sans-serif' size='3'>will also be partly market-driven.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>'At the end of the day, we need to make sure we're </font><font face='arial,helvetica,sans-serif' size='3'>growing our food (but) we know what the price of </font><font face='arial,helvetica,sans-serif' size='3'>beef is, we know what the price of pork is,' she said.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>'It's easy to say we want (to preserve) that but you've </font><font face='arial,helvetica,sans-serif' size='3'>got to make a living out of it.'</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Committee member Wayne Adams said the market is </font><font face='arial,helvetica,sans-serif' size='3'>already driving change in urban planning. </font><font face='arial,helvetica,sans-serif' size='3'>'The days of a person buying a normal home are over </font><font face='arial,helvetica,sans-serif' size='3'>in Alberta because they're half a million bucks,' he </font><font face='arial,helvetica,sans-serif' size='3'>said. 'More people are looking at multi-family units.'</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>McQueen agreed, saying it will be up to </font><font face='arial,helvetica,sans-serif' size='3'>municipalities to decide if they want to grow outward </font><font face='arial,helvetica,sans-serif' size='3'>or upward. She said the City of Canmore council </font><font face='arial,helvetica,sans-serif' size='3'>decided they wouldn't expand beyond their existing </font><font face='arial,helvetica,sans-serif' size='3'>municipal borders, opting instead to develop infill </font><font face='arial,helvetica,sans-serif' size='3'>lots and multi-storey residential buildings, but added </font><font face='arial,helvetica,sans-serif' size='3'>that might not work for every municipality.</font>
</p>

<p>
Drayton Valley, AB: Scrap treetops and branches from forestry operations in Alberta will soon help power consumers' daily lives with clean energy. Today, the Government of Alberta is providing $25 million to develop a first-of-its-kind waste-to-energy production facility in the Town of Drayton Valley. 
</p>

<p>
'The Drayton Valley Energy Campus is an excellent example of Alberta's investment in a sustainable future,' said Alberta Environment Minister Rob Renner. 'It's a win-win-win for Albertans. We're producing electricity, turning forestry waste into valuable commodities, and reducing Alberta's greenhouse gases.' 
</p>

<p>
The Otoka Energy Corporation is receiving a $20 million grant from Alberta's share of the Canada ecoTrust for Clean Air and Climate Change. The project also received $5 million in July 2009 through Alberta's Biorefining Commercialization and Market Development Program, a program administered by Alberta Energy. 
</p>

<p>
Diana McQueen, MLA for Drayton Valley - Calmar was thrilled about this announcement, which is a substantial investment towards the expansion of the Drayton Valley Bio Mile. 'I am so proud that our Government is partnering with the Federal Government and funding a project that is the first of its kind. The Otoka Project will not only bring financial prosperity to Drayton Valley and the surrounding area, but helps diversify our economy and also promotes environmental stewardship. We are taking steps on a path towards ensuring our province is environmentally sustainable for future generations.'

'The Town of Drayton Valley is delighted to have Otoka Energy Corporation as part of our community,' said Drayton Valley Mayor Moe Hamdon. 'We have a shared interest in finding clean, renewable and rewarding energy solutions and this project complements our bio-mile development, an ongoing initiative to create industrial development without waste.' 
</p>

<p>
Otoka's Drayton Valley Energy Campus will convert 380,000 tonnes of wood waste into electricity each year. By using a renewable source to produce energy, the project will reduce Alberta's greenhouse gases by about 400,000 tonnes each year. 
</p>

'We are thrilled to be recognized by the province of Alberta as part of the climate change solution,' said Otoka President and Chief Executive Officer Michael Muston. 'The Drayton Valley Energy Campus is a project designed to showcase technology that can drive a renewable energy economy and support Alberta's vision to be a leader in sustainable development.'

The Canadian government established the Canada ecoTrust for Clean Air and Climate Change in 2007 by distributing $1.5 billion among all the provinces and territories to assist with clean air and climate change initiatives. Alberta's share of the ecoTrust is $155.9 million. The remaining funds will be distributed by the Government of Alberta to support projects with a strong potential to reduce Alberta's greenhouse gas emissions or improve air quality.

These </font><font face='arial,helvetica,sans-serif' size='3'>projects are examples of the commitment of both </font><font face='arial,helvetica,sans-serif' size='3'>governments to strengthening the Alberta economy </font><font face='arial,helvetica,sans-serif' size='3'>by reducing red tape and creating jobs for Alberta</font><font face='arial,helvetica,sans-serif' size='3'>people.</font>

<title>The Breton Facility Will Not Be Closing</title>

It seems </font><font face='arial,helvetica,sans-serif' size='3'>about every three to six months there are rumours </font><font face='arial,helvetica,sans-serif' size='3'>that some rural hospitals are due to be closed. Our </font><font face='arial,helvetica,sans-serif' size='3'>government has committed that in the event of any </font><font face='arial,helvetica,sans-serif' size='3'>changes in status of a rural heath facility that </font><font face='arial,helvetica,sans-serif' size='3'>consultations with residents affected will take place </font><font face='arial,helvetica,sans-serif' size='3'>first.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>The Breton facility will not be closing. I provided the </font><font face='arial,helvetica,sans-serif' size='3'>Mayor of Breton, the Reeve of Brazeau and the FCSS </font><font face='arial,helvetica,sans-serif' size='3'>manager with this information on May 14, 2009. The </font><font face='arial,helvetica,sans-serif' size='3'>most recent incident involves a working document </font><font face='arial,helvetica,sans-serif' size='3'>prepared by a doctor in central Alberta for the former </font><font face='arial,helvetica,sans-serif' size='3'>David Thompson Health region. Dr. Brian Inglis is </font><font face='arial,helvetica,sans-serif' size='3'>quoted as saying, 'This was a working document </font><font face='arial,helvetica,sans-serif' size='3'>only and he is disappointed he was not contacted </font><font face='arial,helvetica,sans-serif' size='3'>before it was released.'</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Alberta Health and Wellness Minister Ron Liepert </font><font face='arial,helvetica,sans-serif' size='3'>emphasizes that there are no plans in place to close </font><font face='arial,helvetica,sans-serif' size='3'>any of the facilities around the province. He stated </font><font face='arial,helvetica,sans-serif' size='3'>that, 'We have committed that if there is a planned </font><font face='arial,helvetica,sans-serif' size='3'>change in the status of a facility, there will be prior </font><font face='arial,helvetica,sans-serif' size='3'>engagement with that community.'</font>

</font></font></strong><font size='3'>The funding to conduct an Engineering Pre-Design is based on Option one of the previously commissioned Wastewater Study. The initial study, conducted by Associated Engineering was titled <em>The Pigeon Lake Wastewater Strategy and Master Plan Study</em>. That document analyzed all possible options for a regional wastewater system around Pigeon Lake, taking into account current flow rates, and included public consultations. The result of the study was the recommendation to move forward with 'Option One' of the study, which calls for a two part regional line discharging into the existing Mulhurst Lagoon. The first part of the line goes north from the lagoon, servicing the Summer Village of Sundance as well as subdivisions surrounding the lake in Leduc County. The other part of the line runs south of the lagoon, servicing all of the south-side Summer Villages, County of Wetaskiwin subdivisions and Hamlets surrounding the lake, and the Pigeon Lake Provincial Park.<br />

<font size='3'>Following the completion of the Request for Proposals process, Associated Engineering has been contracted to conduct the Engineering Pre-Design, to be completed by the fall of 2009.<br />

<font size='3'>The next steps will be to complete the pre-design project, which will then lead into a detailed system design, followed by construction. All remaining aspects of the project are subject to Alberta Transportation funding approval. Timelines are not clear for the completion of this project, but it can be expected to be at least three years until the fruition of the plan.<br />

Building on the fundraising efforts already undertaken by groups in Brazeau County, the Alberta government is contributing funds to help support the construction of a library, sports park and performing arts theatre in and around the Town of Drayton Valley.<br />
<span /><br />
'Reading a book with your family, watching a theatre performance with friends or playing a game of soccer - all these activities help to build strong communities and add to our province's culture,' said Lindsay Blackett, Minister of Culture and Community Spirit. 'We are helping to create a legacy so that future generations living in Brazeau County will have venues to learn, be active and express themselves for years to come.'<br />
<span /><br />
Funding support will be provided to three groups: the Eleanor Pickup Centre for the Performing Arts Society to assist with a facility renovation and expansion; the Town of Drayton Valley for the construction and associated costs of the Drayton Valley Bicentennial Library; and Brazeau County to assist with the land purchase and development of the Brazeau County Sports Park.<br />
<span /><br />
'Facilities like libraries, theatres and sports parks serve not only citizens in Drayton Valley and Brazeau County, but many other surrounding communities,' said Diana McQueen, MLA for Drayton Valley-Calmar. 'Ensuring all Albertans can learn, be physically active and experience arts and culture is a priority for our government.'<br />
<span /><br />
Funds provided for the Drayton Valley Bicentennial Library ($952,430) will go towards purchasing computer programs and hardware, landscaping, lighting, shelving and a security system. Funds for the Brazeau County Sports Park ($1 million) will go towards construction of four regulation slow-pitch diamonds, four regulation soccer pitches, as well as an indoor soccer facility, playground, pathway system and parking area. Funds for the Eleanor Pickup Centre for the Performing Arts ($447,570) will assist with extensive renovation and a 1,500-square foot expansion. <br />
<span /><br />
The three groups will share in a total of $2.4 million from the Major Community Facilities Program (MCFP). Started in 2007-08, the MCFP was a two-year $280-million lottery&amp;#8209;funded program that helped municipalities, not-for-profit organizations and Aboriginal communities plan, upgrade or build major public-use facilities that enhance community life. The funds were provided on a matching basis, meaning a great deal of community support was required to make the grant possible. <br />

<font face='arial,helvetica,sans-serif' size='3'>A 4.7 billion dollar deficit has been set, but the good </font><font face='arial,helvetica,sans-serif' size='3'>news is the operational side of the budget is balanced </font><font face='arial,helvetica,sans-serif' size='3'>and the cost for construction for infrastructure has </font><font face='arial,helvetica,sans-serif' size='3'>been reduced dramatically - up to 45% (compared to </font><font face='arial,helvetica,sans-serif' size='3'>the last two years). There is 17 billion dollars in a </font><font face='arial,helvetica,sans-serif' size='3'>combined sustainability fund and six billion of that is </font><font face='arial,helvetica,sans-serif' size='3'>set aside for infrastructure and will be used for 'have </font><font face='arial,helvetica,sans-serif' size='3'>to projects' that were already on board. The funds </font><font face='arial,helvetica,sans-serif' size='3'>taken out of the sustainability fund will be replaced </font><font face='arial,helvetica,sans-serif' size='3'>once the economy turns around. In addition, Alberta </font><font face='arial,helvetica,sans-serif' size='3'>has the Heritage Trust Fund that will not be dipped </font><font face='arial,helvetica,sans-serif' size='3'>into. The government is also pursuing federal dollars </font><font face='arial,helvetica,sans-serif' size='3'>where possible as well. Seven hundred million </font><font face='arial,helvetica,sans-serif' size='3'>dollars is owed to Alberta for health care transfers </font><font face='arial,helvetica,sans-serif' size='3'>from the federal government.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>An engineer has been approved to draw up the </font><font face='arial,helvetica,sans-serif' size='3'>preliminary design for a Pigeon Lake Waste Water </font><font face='arial,helvetica,sans-serif' size='3'>Project at a cost of $280,000. This will be done by </font><font face='arial,helvetica,sans-serif' size='3'>fall. Diana noted that she will be pushing hard to get </font><font face='arial,helvetica,sans-serif' size='3'>the project approved and completed, but will need a </font><font face='arial,helvetica,sans-serif' size='3'>united voice to make this work. </font><font face='arial,helvetica,sans-serif' size='3'>Because of the economy very few provincial park </font><font face='arial,helvetica,sans-serif' size='3'>projects have been approved. </font><font face='arial,helvetica,sans-serif' size='3'>However the Pigeon Lake Provincial Park, Zeiners </font><font face='arial,helvetica,sans-serif' size='3'>Park and the day-use areas will be seeing some </font><font face='arial,helvetica,sans-serif' size='3'>redevelopment. Areas to be revitalized are the boat </font><font face='arial,helvetica,sans-serif' size='3'>launch, parking, a new entrance and electrical </font><font face='arial,helvetica,sans-serif' size='3'>plug-ins in the campground areas. 2010 is the </font><font face='arial,helvetica,sans-serif' size='3'>proposed date for construction to start, pending a </font><font face='arial,helvetica,sans-serif' size='3'>completed environment review and a historical </font><font face='arial,helvetica,sans-serif' size='3'>review.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Campground closures will be limited as much as </font><font face='arial,helvetica,sans-serif' size='3'>possible. Information will be posted on the Alberta </font><font face='arial,helvetica,sans-serif' size='3'>Parks website. The Minister will be releasing her </font><font face='arial,helvetica,sans-serif' size='3'>parks plan next week. The proposed changes to </font><font face='arial,helvetica,sans-serif' size='3'>Travel Alberta are intended to make it easier for </font><font face='arial,helvetica,sans-serif' size='3'>communities to work with them resulting in a better </font><font face='arial,helvetica,sans-serif' size='3'>result in tourism.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Senior funding will be increased by $40.00/single </font><font face='arial,helvetica,sans-serif' size='3'>and $80.00/couple. AISH will also be increased by </font><font face='arial,helvetica,sans-serif' size='3'>$100.00/month. Alberta Health Care has already </font><font face='arial,helvetica,sans-serif' size='3'>announced a couple of cuts but there is still a list of </font><font face='arial,helvetica,sans-serif' size='3'>30+ items the government is still looking at. Diana </font><font face='arial,helvetica,sans-serif' size='3'>noted that 'health' received the biggest increase of </font><font face='arial,helvetica,sans-serif' size='3'>any department - 6%.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>In relation to Bill 19, which deals with major </font><font face='arial,helvetica,sans-serif' size='3'>transportation roads in Alberta, 3 main concerns were </font><font face='arial,helvetica,sans-serif' size='3'>taken back to the government: fair consultation </font><font face='arial,helvetica,sans-serif' size='3'>process, fair compensation of market value, and a 2 </font><font face='arial,helvetica,sans-serif' size='3'>year time frame for negotiations between the </font><font face='arial,helvetica,sans-serif' size='3'>government and the land owner. In Section 13, the </font><font face='arial,helvetica,sans-serif' size='3'>expropriation reference was removed from that </font><font face='arial,helvetica,sans-serif' size='3'>section.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>However, Diana did note, that if no resolution has </font><font face='arial,helvetica,sans-serif' size='3'>been reached at the end of the 2 year negotiation, </font><font face='arial,helvetica,sans-serif' size='3'>land could be expropriated. In Section 2, the wording </font><font face='arial,helvetica,sans-serif' size='3'>was changed to indicate the first intention is for a </font><font face='arial,helvetica,sans-serif' size='3'>definite major transportation corridor and not for </font><font face='arial,helvetica,sans-serif' size='3'>utility corridors. Debate will start on the bill again </font><font face='arial,helvetica,sans-serif' size='3'>soon.</font>

<font face='arial,helvetica,sans-serif' size='3'>EDMONTON - The homebuilders industry strongly </font><font face='arial,helvetica,sans-serif' size='3'>supports the Alberta government's goal of eliminating </font><font face='arial,helvetica,sans-serif' size='3'>construction waste from landfills.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>By 2010, Alberta Environment intends to have a </font><font face='arial,helvetica,sans-serif' size='3'>program in place to begin recycling construction and </font><font face='arial,helvetica,sans-serif' size='3'>demolition waste. Details are being worked out with </font><font face='arial,helvetica,sans-serif' size='3'>the Alberta Construction Association and Canadian </font><font face='arial,helvetica,sans-serif' size='3'>Home Builders' Association-Alberta, which signed an </font><font face='arial,helvetica,sans-serif' size='3'>agreement with the province, said Diana McQueen, </font><font face='arial,helvetica,sans-serif' size='3'>parliamentary assistant to the environment minister.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>The announcement was made at PCL's construction </font><font face='arial,helvetica,sans-serif' size='3'>site for the Edmonton Clinic South. </font><font face='arial,helvetica,sans-serif' size='3'>The site boasts several large bins that separated waste </font><font face='arial,helvetica,sans-serif' size='3'>into large categories, such as wood, metal and </font><font face='arial,helvetica,sans-serif' size='3'>miscellaneous.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>Alberta has the highest rate of waste generated per </font><font face='arial,helvetica,sans-serif' size='3'>capita of all the provinces. McQueen said the </font><font face='arial,helvetica,sans-serif' size='3'>province wants to at least see 80 per cent of waste </font><font face='arial,helvetica,sans-serif' size='3'>recycled. Currently, 80 per cent goes to landfills. </font><font face='arial,helvetica,sans-serif' size='3'>One of the ways to reduce the current practice might </font><font face='arial,helvetica,sans-serif' size='3'>involve construction companies making a deposit </font><font face='arial,helvetica,sans-serif' size='3'>before they begin a project and then give them a </font><font face='arial,helvetica,sans-serif' size='3'>refund based on the weight of the material they </font><font face='arial,helvetica,sans-serif' size='3'>recycle, she said.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>The negotiation of the deposit needs to be worked </font><font face='arial,helvetica,sans-serif' size='3'>out. The amount has to be large enough to get the </font><font face='arial,helvetica,sans-serif' size='3'>attention of builders, but not so large as to be </font><font face='arial,helvetica,sans-serif' size='3'>ridiculous, said Michael Nyikes, director of safety </font><font face='arial,helvetica,sans-serif' size='3'>and technical services for the Canadian Home </font><font face='arial,helvetica,sans-serif' size='3'>Builders' Association of Alberta.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>If the amount that is eventually set doesn't achieve </font><font face='arial,helvetica,sans-serif' size='3'>the desired recycling rates, it could be reconsidered, </font><font face='arial,helvetica,sans-serif' size='3'>McQueen said.</font>

<font face='arial,helvetica,sans-serif' size='3'>Nyikes said the program would probably be more </font><font face='arial,helvetica,sans-serif' size='3'>successful if it is legislated. </font><font face='arial,helvetica,sans-serif' size='3'>One issue that will need to be addressed is </font><font face='arial,helvetica,sans-serif' size='3'>accessibility of recycling facilities, said Bernal </font><font face='arial,helvetica,sans-serif' size='3'>Ulsifer, chairman of the Alberta Construction </font><font face='arial,helvetica,sans-serif' size='3'>Association.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>reducing the amount of construction waste going to </font><font face='arial,helvetica,sans-serif' size='3'>landfills. </font><font face='arial,helvetica,sans-serif' size='3'>The government is expected to begin consulting </font><font face='arial,helvetica,sans-serif' size='3'>home builders, haulers and recyclers on a system that </font><font face='arial,helvetica,sans-serif' size='3'>would require builders to make a deposit before </font><font face='arial,helvetica,sans-serif' size='3'>beginning construction. The refund to the company </font><font face='arial,helvetica,sans-serif' size='3'>could depend on how much construction waste the </font><font face='arial,helvetica,sans-serif' size='3'>company diverted from landfills.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Alberta Environment officials have publicly mulled </font><font face='arial,helvetica,sans-serif' size='3'>the deposit-refund system during meetings with </font><font face='arial,helvetica,sans-serif' size='3'>homebuilders associations. Alberta Environment </font><font face='arial,helvetica,sans-serif' size='3'>parliamentary assistant Diana McQueen has </font><font face='arial,helvetica,sans-serif' size='3'>previously mentioned a possible disposal ban for </font><font face='arial,helvetica,sans-serif' size='3'>certain recyclable items. Another idea includes using </font><font face='arial,helvetica,sans-serif' size='3'>unclaimed deposits to fund waste-reduction research.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Construction waste takes up a lot of space in </font><font face='arial,helvetica,sans-serif' size='3'>landfills, and is the fastest growing waste-producing </font><font face='arial,helvetica,sans-serif' size='3'>sector. In 2006, more than 860,000 tonnes of it were </font><font face='arial,helvetica,sans-serif' size='3'>sent to Alberta landfills.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Industry representatives have some concerns about </font><font face='arial,helvetica,sans-serif' size='3'>the size of the up-front deposit, which would likely </font><font face='arial,helvetica,sans-serif' size='3'>have to be paid when a building permit is acquired.</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>The amount has to be large enough to get the </font><font face='arial,helvetica,sans-serif' size='3'>attention of the homebuilders to make sure they'll </font><font face='arial,helvetica,sans-serif' size='3'>recycle, but it can't be so big that it will be </font><font face='arial,helvetica,sans-serif' size='3'>cost-prohibitive to projects, they say.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>The deposit-refund system could be a boon for the </font><font face='arial,helvetica,sans-serif' size='3'>city, which has two facilities set up to receive </font><font face='arial,helvetica,sans-serif' size='3'>construction rubble, which it crushes and uses as </font><font face='arial,helvetica,sans-serif' size='3'>subgrade under Edmonton's roads, said Blair </font><font face='arial,helvetica,sans-serif' size='3'>Buchholtz, the city's general supervisor of aggregate </font><font face='arial,helvetica,sans-serif' size='3'>recycling.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>'It would increase the amount of rubble coming in to </font><font face='arial,helvetica,sans-serif' size='3'>our sites, which in turn would be a benefit for the </font><font face='arial,helvetica,sans-serif' size='3'>citizens of Edmonton -- because the more aggregate </font><font face='arial,helvetica,sans-serif' size='3'>we can produce and put underneath the roads, that's a </font><font face='arial,helvetica,sans-serif' size='3'>way to save 75 per cent on aggregate.'</font> 
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>It would save money by replacing aggregate that </font><font face='arial,helvetica,sans-serif' size='3'>would otherwise have to be bought and hauled in </font><font face='arial,helvetica,sans-serif' size='3'>from out of town. </font><font face='arial,helvetica,sans-serif' size='3'>Buchholtz said the paper trail for the deposit-refund </font><font face='arial,helvetica,sans-serif' size='3'>system would need to be worked out so the recycling </font><font face='arial,helvetica,sans-serif' size='3'>can be properly tracked and verified.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Each recycler would need to be part of the </font><font face='arial,helvetica,sans-serif' size='3'>verification system. </font><font face='arial,helvetica,sans-serif' size='3'>Gary Hinton is keen for the government to proceed </font><font face='arial,helvetica,sans-serif' size='3'>with such a plan. Hinton is Edmonton operations </font><font face='arial,helvetica,sans-serif' size='3'>manager for Eco Group, a company that composts </font><font face='arial,helvetica,sans-serif' size='3'>drywall and wood into a product fit to be a topsoil </font><font face='arial,helvetica,sans-serif' size='3'>base.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Business has increased substantially since the </font><font face='arial,helvetica,sans-serif' size='3'>company started up in 2006, but he thinks it receives </font><font face='arial,helvetica,sans-serif' size='3'>a very small percentage of the waste drywall out </font><font face='arial,helvetica,sans-serif' size='3'>there.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>Still, the company gets 25 calls per day from builders </font><font face='arial,helvetica,sans-serif' size='3'>looking into Eco Group's services. </font><font face='arial,helvetica,sans-serif' size='3'>'A lot of the builders are very concerned about the </font><font face='arial,helvetica,sans-serif' size='3'>waste going into the landfill,' he said.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>It helps that there are incentives through an </font><font face='arial,helvetica,sans-serif' size='3'>environmental program called Built Green, an </font><font face='arial,helvetica,sans-serif' size='3'>industry-driven initiative that promotes green </font><font face='arial,helvetica,sans-serif' size='3'>building practices, he said.</font> 
</p>

<font face='arial,helvetica,sans-serif' size='3'>The deposit-refund system should also act as a good </font><font face='arial,helvetica,sans-serif' size='3'>incentive, said Vivian Manasc, senior principal at </font><font face='arial,helvetica,sans-serif' size='3'>Manasc Isaac Architects. </font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>The company already specifies with their contractors </font><font face='arial,helvetica,sans-serif' size='3'>that waste needs to be diverted from landfills. </font><font face='arial,helvetica,sans-serif' size='3'>'It's certainly easier in the city of Edmonton than it </font><font face='arial,helvetica,sans-serif' size='3'>would be in some of the smaller municipalities </font><font face='arial,helvetica,sans-serif' size='3'>around the province,' she said.</font> 
</p>

Over 200 </font><font face='arial,helvetica,sans-serif' size='3'>people attended the meeting at Vasa Lodge to hear </font><font face='arial,helvetica,sans-serif' size='3'>the State of the Watershed Report presented by Jay </font><font face='arial,helvetica,sans-serif' size='3'>White, principle researcher of Aquality </font><font face='arial,helvetica,sans-serif' size='3'>Environmental Consulting Ltd. The biology specialist </font><font face='arial,helvetica,sans-serif' size='3'>was hired by the PLWA to complete a thorough </font><font face='arial,helvetica,sans-serif' size='3'>analysis of the Pigeon Lake and its watershed to </font><font face='arial,helvetica,sans-serif' size='3'>establish strategies to protect and preserve the lake.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>The persistence of blue-green algae growth in the </font><font face='arial,helvetica,sans-serif' size='3'>lake the last couple of summers has raised public </font><font face='arial,helvetica,sans-serif' size='3'>concern regarding toxins harmful to humans and </font><font face='arial,helvetica,sans-serif' size='3'>animals. Using discreet water column samples from </font><font face='arial,helvetica,sans-serif' size='3'>three different locations on the lake, the State of the </font><font face='arial,helvetica,sans-serif' size='3'>Watershed investigation found the microcystis algal </font><font face='arial,helvetica,sans-serif' size='3'>species, which produce hepatotoxins (liver toxins), </font><font face='arial,helvetica,sans-serif' size='3'>and Anabaena flos-aquea, cyanobacteria that produce </font><font face='arial,helvetica,sans-serif' size='3'>harmful neurotoxins.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Nutrient runoff from agriculture, livestock </font><font face='arial,helvetica,sans-serif' size='3'>operations, and riparian development has created a </font><font face='arial,helvetica,sans-serif' size='3'>chemical imbalance with phosphorus the main risk to </font><font face='arial,helvetica,sans-serif' size='3'>water quality. According to the report, since 1983 </font><font face='arial,helvetica,sans-serif' size='3'>phosphorus levels in Pigeon Lake have increased </font><font face='arial,helvetica,sans-serif' size='3'>49% and nitrogen levels 31%. Phosphorus stimulates </font><font face='arial,helvetica,sans-serif' size='3'>aquatic plant growth that depletes dissolved oxygen </font><font face='arial,helvetica,sans-serif' size='3'>levels upon decomposition. Weather conditions have </font><font face='arial,helvetica,sans-serif' size='3'>been ideal for algae growth also, with low wind </font><font face='arial,helvetica,sans-serif' size='3'>disturbance and high heat.</font>
</p>

<p align='left'>
<font face='arial,helvetica,sans-serif' size='3'>Recommendations for best management practices </font><font face='arial,helvetica,sans-serif' size='3'>include planning, stewardship, and reclamation and </font><font face='arial,helvetica,sans-serif' size='3'>restoration. Education, awareness, and community </font><font face='arial,helvetica,sans-serif' size='3'>involvement are essential to reclaiming the health of </font><font face='arial,helvetica,sans-serif' size='3'>the lake. 'The next step in the solution is for </font><font face='arial,helvetica,sans-serif' size='3'>everyone to take small measures,' said PLWA </font><font face='arial,helvetica,sans-serif' size='3'>member Don Smallwood, explaining that residents </font><font face='arial,helvetica,sans-serif' size='3'>and users of the lake who make individual efforts will </font><font face='arial,helvetica,sans-serif' size='3'>have a cumulative effect on the healing process.</font>
</p>

<font face='arial,helvetica,sans-serif' size='3'>Drayton Valley-Calmar MLA, Diana McQueen, </font><font face='arial,helvetica,sans-serif' size='3'>spoke on the Alberta Government's support of the </font><font face='arial,helvetica,sans-serif' size='3'>Regional Wastewater System expansion, citing it </font><font face='arial,helvetica,sans-serif' size='3'>would take approximately ten years to complete the </font><font face='arial,helvetica,sans-serif' size='3'>entire regional transmission sytem and the local </font><font face='arial,helvetica,sans-serif' size='3'>collection systems and the Mulhurst lagoon </font><font face='arial,helvetica,sans-serif' size='3'>expansion. Based on feedback from the audience, </font><font face='arial,helvetica,sans-serif' size='3'>McQueen vowed to work for a faster implementation </font><font face='arial,helvetica,sans-serif' size='3'>of the system expansion.</font>
